Bulgaria State Allowance per Student to Increase by 23,6 percent in 2009

The average State allowance per student is going to increase by 23,6% in 2009 while the total education funds are going to near BGN 3 B, the Bulgarian Education Minister Daniel Vulchev reported on Tuesday. Vulchev spoke at the National conference for the middle and high school budget held in the city of Plovdiv. According to the Minister's own admission, the funds were going to be less than the ones previously estimated to be slated for education in 2009, but would be with BGN 380 M higher than the 2008 funding. For Bulgarian municipalities with the most dense population the allowance per student is going to increase from BGN 1,056 to BGN 1,305. The Ministry is further prepared, beginning the second semester of 2008, to fund pay for substitute teachers in order to reduce free periods at schools due to teachers' absences. For schools who cannot afford substitute pay, the Ministry is going to provide 100% of the funds. Vulchev stated that retired teachers, college students and current teachers would be hired as substitutes. The Minister also talked about the idea to ease hiring of teachers of computers and foreign languages where the shortage is the highest and would become even higher in 2010 when language classes are going to become mandatory. When asked if such ease meant hiring people without teaching credentials, the Minister used his won experience as an example. "I am not certified to be a school teacher despite my 15 years as college professor. I think that no one would question my skills'" Vulchev replied. The Minister also spoke about changes in the way parent-teacher conferences are conducted, stating that at open houses teachers should not publicly discuss individual students and their problems but rather talk about common school issues such as student curfew or money parents give to their children.
