2 Bulgaria Companies Can Participate in Tenders for "Trakiya" Highway
|
The Bulgarian Transportation Ministry has attempted to eliminate Bulgarian companies form the construction of the first segment of the "Trakiya" highway, by unnecessarily heightened criteria, according to Ivan Boykov, Chair of the Bulgarian Construction Chamber.
Boykov spoke during an interview before Darik radio.
According to Boykov, representatives from the Ministry admitted that initially the requirements have been very high thus not giving Bulgarian companies the opportunity to participate in tenders, but the Ministry, after consultations with road construction companies, had reached a compromise regarding the criteria.
Boykov further explained that new requirements have been negotiated and two Bulgarian companies comply with those requirements.
The government has provided BGN 40 M for the tenders' procedures while the resources needed to build the three segments of the highway amount to BGN 600-700 M, which have not been yet secured.
The initial requirements have included a requirement for the company to have completed two projects of the highway type by 2003 valued at over BGN 30 M and a requirement for the company to have made investments of over BGN 100 M per year in highway construction.
"No company in Bulgaria has made such investments thus no company could apply to participate in the tenders. This was a clear provocation on the part of the Administration," Boykov stated during the interview.
The new tender conditions include a requirement for the companies to have completed at least one project valued at over BGN 30 M and to have at least BGN 200 M turnover from the construction and the reconstruction of similar projects in the last two years.
Under the new conditions two large Bulgarian companies - "Holding Patishta" together with "Moststroy" and "Patishta Plovdiv" and "Trace Group" can now participate in the tenders for the construction of the highway's first segment.
According to Boykov, it was still unclear when the construction of the second and third segments of the "Trakiya" highway would begin.
